front-end tag input for user

I have seen the demo of your product,i found that i can not input tag on front-end as a user.but I want to create tag input form on my front-end website for my user to allow them add Tags to the article,can i use your custom properties to make it.the function i want like this:http://www.screencast.com/t/RCM9CIQP0Z

Custom Properties does not allow the creation of tags from the frontend. Enabled users will be able to assign tags choosing from the set of pre-definded tags.

Also, Custom Properties tags are more structured (field=> [value, value, value]) than what I've seen in the video ([value, value, value]).
