Yes, it's possible. No special configuration required. Just make sure that the cptags editors-xtd plugin is enabled.
Please look at the attached screenshot taken from the demo site. We made the following settings:
- CPtags editors-xtd plugin enabled
- gave "cpuser" the author rights
- all articles created by 'cpuser'
- CP config: Frontend tagging: = yes, Frontend editing access: Registered
