Problem with language file and saving tags in CP 3 was created by sjkelley
Andrea,
Just yesterday I purchased CP 3.1.7 and installed in on a Joomla 3.3.6 I am developing.
I've used CP in the past on Joomla 1.5/2.5 sites with no difficulty, so I was surprised to see 2 issues crop up:
(1) the CP default language file does not appear to be loading -- making all of the back-end buttons display incorrectly (see attached PNG screen grab)
(2) I am having difficulty saving tags to content items (in my case, jDownloads documents). I am using JCE as my text editor and have the CP Tags plugin enabled so that I can tag jDownloads documents so they are searchable.
When I add tags using the component in the back-end the tags are saved and everything works as expected.
However when I try to apply tags via JCE (in jDownloads) the tags are not saved/applied. This happens whether I try to apply them via the back-end of the front-end of the site.
What am I doing wrong? Are there additional CP files/plugins that I need installed on my site to make it work 100% with jDownloads?

Finalise Custom Properties upgrade
At this stage Custom Properties 3 is already installed, CP fields are there and the tags are still correctly assigned, but most of localized strings (i.e. menu, parameters, etc) are displayed incorrectly. Two operations need to be carried out manually.
1) delete the old language files, because CP 3 have them stored in a different place and the old one interferes. The files are:

/administrator/language/en-GB/en-GB.com_customproperties.ini
/administrator/language/en-GB/en-GB.com_customproperties.sys.ini
/language/en-GB/en-GB.mod_cpsearch.ini
/language/en-GB/en-GB.com_customproperties.ini

I think you misunderstood me. I did not upgrade from CP2 to CP3. This was a fresh install of CP3.

After looking at the image I jumped to the wrong conclusion, because the error (missing translations) looks exactly the same.
Could you double check whether those old language files in the wrong folder still exist?

It looks like even on a fresh install of CP3 it wrote the language files in 3 places:
